The Attorney General hosts and maintains a directory that lists all liquid nicotine or nicotine vapor product manufacturers and liquid nicotine and nicotine vapor products for which current and accurate certification forms have been submitted.

Certification
Liquid Nicotine and Vapor Products must be certified before they can be sold in Virginia, in a form and manner as prescribed by the Attorney General that the manufacturer agrees to comply with the provisions of Va. Code § 59.1-293.16 et seq. There is an initial fee of $2,000.00 per product SKU to certify products.

Directory Enforcement
Manufacturers had until December 31, 2025 to certify Liquid Nicotine and Nicotine Vapor Products in Virginia. The Office of the Attorney General is recommending enforcement beginning April 1, 2026, against unauthorized liquid nicotine and nicotine vapor products that are not listed on the state directory.
