Certification
Liquid Nicotine and Vapor Products must be certified before they can be sold in Virginia, in a form and manner as prescribed by the Attorney General that the manufacturer agrees to comply with the provisions of Va. Code § 59.1-293.16 et seq. There is an initial fee of $2,000.00 per product SKU to certify products.

Directory
The Attorney General hosts and maintains a directory, which will be available for viewing beginning December 31, 2025, that lists all liquid nicotine or nicotine vapor product manufacturers and liquid nicotine and nicotine vapor products for which current and accurate certification forms have been submitted.
