The Government Operations & Transactions Division represents executive agencies, state boards, authorities and commissions in all legal matters within its areas of expertise. The Division assists with a wide range of substantive subject areas as well as guidance on matters of eminent domain, employment, leasing, contracts, purchasing, licensing, building disputes and the regulatory process.

Donald D. Anderson serves as the Deputy Attorney General for the Government Operations and Transactions Division.  Prior to his appointment in April 2019, he served as Senior Assistant Attorney General and Chief of the Environmental Section.  He joined the Office in 2016 after many years as a Partner in the Environmental Solutions Group of McGuireWoods LLP, in its Richmond and Jacksonville, Florida offices. He earned his B.A. (with high honors) in History from the College of William and Mary, his M.Ed (Social Studies Education) from the Curry School of the University of Virginia, and his J.D. from the University of Virginia School of Law, where he served as Articles Editor of the Virginia Journal of Natural Resources Law.
