The Virginia Office of the Attorney General is seeking a Financial Services Specialist I to join its Finance team as an Accountant.  We offer the challenge and opportunity of public service, a professional team environment, and competitive salaries and benefits.







DUTIES:  Accounting professional responsible for ensuring federal funding transactions of the Equitable Sharing Program are processed accurately, timely, and in conformance with Commonwealth’s Accounting Policies and Procedures (CAPP), Federal or State Equitable Sharing Guidelines or OMB Uniform Guidance, and/or the Office of the Attorney General policies.  Duties include but are not limited to: providing fiscal and accounting processes such as review and approval of vendor invoices, travel reimbursements, contracts, and pass-thru payments to other state or local agencies and monitoring of these payments; preparing and submitting Certificate of Deposits (CDs); researching and analyzing variances between budgeted and actual expenditures; preparing journal entries to correct account balances; and reconciling equitable sharing cost/funding codes and accounting/fiscal data. Responsible for all seizure-related documentation pursuant to the forfeiture process as well as maintaining accurate accounting records for all forfeiture proceeds in accordance with procedures set forth by the Federal Government and the State of Virginia. Responsible for Yearly Certifcations to United States Departments of Treasury and Justice, and the Commonwealth Department of Criminal Justice Services.


QUALIFICATIONS:  Knowledge of generally accepted accounting principles (GAAP), internal control practices and procedures, and applicable federal and state laws, rules and regulations.  Strong oral and written communication, analytical, and computer (particularly related to the use of spreadsheet and word processing software and automated accounting systems) skills. Demonstrated ability to apply GAAP and data processing concepts to a major accounting system; analyze accounting reports and transactions; perform reconciliations; prepare and post correcting journal entries; prepare financial reports using system tools; manage and complete multiple assignments: and review processes and procedures, and recommend improvements. Demonstrated ability to conduct research; maintain professional ethics related to confidentiality; exercise sound judgment, discretion, tact and resourcefulness in solving problems and drawing logical conclusions; interpret, recommend and apply policies and procedures; use automated accounting systems; audit financial transactions, identify problems, and report findings; present facts in a concise and organized format; and work effectively independently and as a team member.


EDUCATION OR TRAINING:  Candidate must be proficient in general office applications to include Word, Excel, Outlook, PowerPoint, and Access. Prior experience with Federal and/or Commonwealth of Virginia Equitable Sharing Programs or Federal Funding Programs is a plus.  Degree from an accredited university in Accounting, Business, Finance, or equivalent experience and training.


SALARY:  Negotiable to $50,000 commensurate with experience and qualifications.
