
During the 1987 General Assembly Session, the Human Rights Council referred to now as the Division of Human Rights was created by the Virginia Human Rights Act (1987 General Assembly Senate Bill 666, and amended by the 2011 General Assembly House Bill 1291) and empowered to enforce the policy of the Commonwealth to safeguard individuals from unlawful discrimination.
The mission of DHR is to promote and preserve the human rights of individuals in the Commonwealth by raising the awareness of human rights, accepting complaints, and providing conflict resolution and mediation for the resolution of complaints.
